River Rise Restaurant, Seaford, DE

When I first moved here, I didn’t think much of the inland communities in southern Delaware. But there has been a great deal of growth in southern Delaware. That is especially true of Seaford. A number of new businesses have moved into downtown, and combined with its pretty setting have caused me to change my opinion. On my last visit to Seaford, I decided to have lunch at Seaford’s newest restaurant River Rise. 

River Rise is one of the pieces of the puzzle restoring vibrancy to downtown Seaford. River Rise opened in late 2025 at the old Pier 16 site on North Market Street on the south bank of the Nanticoke. The owners renovated the old Pier 6 building, creating a sleek modern upscale atmosphere. Their cuisine could be defined as casual American coastal cuisine with an emphasis on fresh seafood, steaks, pizza, and burgers. They also have an extensive cocktail menu.

I don’t often talk about architecture when reviewing restaurants, but I think it is warranted here. I pulled into their parking lot and was immediately impressed by the redesign of the old Pier 16 building. The building was a dilapidated eyesore. Now it is elegantly modern. The building vastly improves the streetscape on this section of Market Street.  They also did an excellent job on the interior design. I would describe it as Scandinavian modern, white walls, black counter tops, and light wood tables and chairs. They chose light jazz for the background music, creating a very pleasant and sophisticated atmosphere.

I sat at the bar and the bar tender served me a drink and brought not one but three beautifully designed menus, not menus actually, they were more like books. The cocktail and food menu went on for pages. For the record, I find extensive menus to be a negative. How can the chef(s) be good at cooking all of those dishes? I also find it difficult to make a choice, when there are so many items to chose from. So, I asked the bartenders what dishes were popular. They both agreed, the most popular dishes were two appetizers; the cream of crab soup and the bam bam shrimp. It has been my experience that appetizers are often the most impressive items on the menu, and both bartenders were enthusiastic about these dishes.  So, I ordered both.

The dishes arrived quickly, and they were presented beautifully, and that is important to me. If the chef doesn’t care enough about his food, to present it with style, then why should I care about the food? The bam bam shrimp was a nice combination of sweet and heat, without being greasy. The crab soup was thick and creamy. But I would not rate either item as the best I have ever eaten.

So, what do I conclude? This restaurant is nice, but I didn’t find it memorable. It felt to me that they have not yet hit their stride. I would be perfectly happy to eat there again, but they should sharpen their focus, less is more.
